UAP Record Transfer Status 05/09/2025
Federal Agencies' UAP (Unidentified Anomalous Phenomena) Record Reviews and Transfers to NARA
Updates
The FBI closed their FOIA, but withheld the found records primarily due to the records being in "draft form." While changes may still be occurring to the list, agencies were supposed to have lists of records compiled last year. So, this suggests that the FBI did in fact conduct a review for UAP records, found records, and are most likely in discussion with NARA to withhold or redact at least some records.
The Navy closed their FOIA due to missing information. All required fields were filled out when submitting the FOIA. While the DIA and Marines also wanted additional information to proceed, they left the FOIAs open and asked for the needed information in order to proceed. A new FOIA has been submitted.
DoE Headquarters requested that I narrow the scope of my search and gave 5 business days to supply it or the FOIA would be closed. Naturally, this occurred while I was on vacation, so I’ll need to reopen the request. I had reached out to the DoE records officer to ask if the DoE conducted a review for UAP records and which group would have conducted the review, only to be told to submit a FOIA request. I have a little more digging to do before reopening this one, but I do have NNSA still open. If I hear back from NNSA it could shine light on the remainder of DoE.

Resolution:
Federal Bureau of Investigation (FBI):
FOIA (1658974-000) was resolved with no records released.
The material you requested is currently in draft form which is exempt from disclosure pursuant to Title 5 U.S.C. § 552 (b)(1), and (b)(5). The information was also reviewed under the provisions of the Freedom of Information Act (FOIA), Title 5, U.S.C. § 552, and the material is exempt in its entirety pursuant to subsection (b)(7)(E). 5 U.S.C. § 552(b)(1) exempts from disclosure records that are:
(A) specifically authorized under criteria established by an Executive Order to be kept secret in the interest of national defense or foreign policy; and (B) are in fact properly classified pursuant to such Executive Order.
In applying these exemptions, the FBI determined the records responsive to your request are in draft form; that the documents are pre-decisional and deliberative. As such, release of the draft records could reasonably be expected to interfere with the interests protected by the deliberative process. These records are also law enforcement records, the release of which could reasonably be expected to interfere with enforcement proceedings or risk circumvention of the law, therefore, your request is being closed.

Received request to narrow scope of FOIA:
“Your request does not sufficiently describe the desired records you are seeking. Requests should provide a description that define the specific records you are requesting in enough detail so that they can be located with a reasonable amount of effort. Generally, a record is reasonably described when the description contains sufficient file-related information (type of document, title, subject area, date of creation, originator, etc.); or the request contains enough event-related information (date and circumstances surrounding the event the record covers) to permit the conduct of an organized, non-random search.
In order for our office to continue to process your request, we need clarification into the items you are seeking.
We need to know which commands, offices or departments in the U.S. Air Force you are seeking from? Additionally, which office created the list of records for transfer to NARA and what is the time frame for the records you are seeking? Would you be able to provide references and/or transfer numbers? Please provide as much detail and description as possible to allow us to conduct of an organized, non-random search.”
I reached out to the Air Force/Space Force Agency Records Officer for details to provide the FOIA office and received this reply:
”Yes, the review is ongoing. The Air Force Declassification Office (AFDO), https://www.secretsdeclassified.af.mil/Contact-Us/ , reviews records from US Air Force and US Space Force. AFDO also works with DoD’s All-domain Anomaly Resolution Office (AARO), https://www.aaro.mil/ . AARO is submitting the UAP record copies cleared and provided by DoD components to NARA - https://www.archives.gov/research/topics/uaps .”
